「The process of examinations for legalizing casinos in Singapore」
In this paper, I examine the changing nature of the Integrated Resorts (IR) debate by comparing the statement given by Singaporean Prime Minister Lee Hsien Loong on the 18th of April, 2005, to previous history of the Urban Redevelopment Authority and Singapore Tourism on the Board as provided by the Singaporean Diet. These records are then used together to deeply analyze the complex global and local forces which have contributed to legalization of IR having been denied four consecutive times in Singapore’ s history. Further, the purpose of this research is to obtain knowledge in terms of city planning and tourism by examining how those are related to each other. Finally, I relate my findings to the current Japanese IR legalization debate, and in doing so provide a procedural framework that may be learned from and built upon within the Japanese context.

「Singaporean urban redevelopment with an IR(Integrated Resort)on the reclamation land 」
In 2010, an IR facility opened in the Singapore Marina bay area, which was reclaimed in 1970s and has drawn large amounts of tourists and business travelers. In this paper, I examine the history of Singaporean reclamation after colonization by the British in the 1800s. I further investigate the city planning around the Marina -Bay area as well as the influence of globalization and politics on the reclamation process and the actions of the Urban Redevelopment Authority and Singapore Tourism Board from 1965 to 2014. My research reveals that Singaporean used the reclaimed land and carefully considered the order of developments for circumventing potential social conflicts. Finally, I describe how the Urban Redevelopment Authority plans the city in line with the vision of the Singapore Tourism Board.

「The discourses & events transition over the process to legalize casino and IR (Integrated Resort) in Japan」
This paper extracted articles related to the words of 'IR (Integrated Resort)' and ' casino' from Japanese national newspaper [ASAHI SHINBUN (1995-2018)] in order to reveal the translations of the discourses & events toward the enactment of 'Act on Promotion of Development of Specified Integrated Resort Districts'. Having that purpose, the paper quantitatively examined and compared the essential keywords which were extracted from each article for each era. Meanwhile the keywords are chronologically classified in each era in order to clarify their order. Thereby the paper could clarify how discussions were done including public opinions and its process of the legalization for each area in Japan.
